Human Resource Development Guidelines
In its work, the Department of Human Resource Development is guided by action guidelines set up by the respective working group
Personnel and organizational development closely correlate in order to reach the strategic goals of the university. The Department of Human Resource Development uses JLU’s organizational goals in order to derive suitable Human Resource Development goals and measure from it. By doing so, the Department of Human Resource Development integrates demands and needs of the university as a whole as well as of the individual organizational units.
Human Resource Development at JLU aims at all employees (temporary as well as non-limited) and developments measures for all different groups of employees and their career phases, which qualify them for a specific working environment or future tasks. All offers are oriented towards the personal interests of all employees, their abilities, potential and organizational requirements as well as the compatibility of family and profession.
The Department of Human Resource Development of JLU expects its employees to proactively engage in the process of training and Human Resource Development by, for example, raising awareness for training needs or transferring learnt skills into their daily working routine. Furthermore, all employees with leading tasks bear special responsibilities in the Human Resource Development process: They are Human Resource Developers “on site”, in their respective faculties, central and decentral units or in the university administration. JLU understands Human Resource Development not only as a cross-sectional task of all organizational units but also as a part of the leading responsibility of all leading employees. Concerning this task, the Department of Human Resource Development trains all employees with leading tasks respectively.
The Department of Human Resource Development of JLU considers self-motivation as the most important drive for life-long learning . Therefore, it motivates all employees to see themselves as the main actors of their own development and to act accordingly. In this development process, the Department of Human Resource Development takes the function of individual support that can be used by everyone according to their own needs.
In order to ensure a high flexibility of demand-based Human Resource Development measures, the development takes place central as well as decentral . The central Department of Human Resource Development cooperates closely with the decentral actors of Human Resource Development (e.g. leading personnel in faculties) and functions as a service center for all areas of the university that creates synergies and initiates new activities.
Human Resource Development at JLU is conduced evidence-based , using scientific facts and insights when making decisions. On the one hand, this means that only measures with an empirically secured basis are used. On the other hand, this means that measures are planned demand-based, evaluated through the use of scientific methods and constantly improved. In order to do so, the Department of Human Resource Development makes use of the expertise of the units of the university administration as well as scientific competencies and resources of JLU by working closely with professors of relevant areas.
